A project implemented by Warsaw University's Human Rights Center of Criminology and Criminal Policy
The Human Rights Center of Criminology and Criminal Policy at Warsaw University is implementing the training project meant to increase level of professionalism of the Polish state institutions with regard to prevention, monitoring and investigation of human trafficking. Among the project objectives are to train Polish law enforcement officers; to prepare a manual; and to create a documentation center and to draft amendments to Polish legal regulations concerning human trafficking.
The Human Rights Center of Criminology and Criminal Policy at Warsaw University received a grant from the U.S. Embassy in Poland to train Polish law enforcement officers in prevention of human trafficking.
The training is aimed toward officers and workers of the institutions responsible for combating this phenomenon in Poland, and to other organizations assisting victims of human trafficking. The goal of the project is to improve the level of understanding in public institutions in the scope of preventing, controlling and combating human trafficking.
Training of a small group of the representatives of the public institutions and NGOs, who will be experts/trainers;
Training of approx. 100 workers of public and local institutions and NGOs dealing with human trafficking problem;
Creation of a Documentation Center devoted entirely to problem of human trafficking, including a project's website on which both information about the project and human trafficking problem will be available;
Preparation of draft amendments to Polish legal regulations relating to human trafficking problem;
Publication of a manual for law enforcement officers and NGO workers dealing with the human trafficking problem.
Police officers, Border Guard officers, Internal Security Agency officers, workers of Ministry of Internal Affairs and Administration, Ministry of Justice, Ministry of Foreign Affairs, Ministry of Education, Ministry of Health; Prosecutors responsible for controlling and investigation of human trafficking in Poland; and NGO workers helping victims. The training will reach an audience of 100 such officers and workers.
Goals of project:
To improve the standard of the prevention and the control of the human trafficking in Poland by the implementation of the U.S. and European experiences and practices.
To train a group of trainers/experts from Police officers, Borders Guards, Internal Security Agency and Ministries' listed above workers, prosecutors, NGO workers (12 - 15 persons).
To train 100 officers from State Agencies dealing with the human trafficking problem.
To create the Documentation Center related to problem of human trafficking and academic cooperation
To draft amendments to Polish legal regulations relating to protection and control of human trafficking.
It will be focused on the presentation of the aims of the project and the curriculum to the following audience:
Participants (40 - 50 persons): Warsaw University authorities, representatives of the US Embassy, prosecutors, experts working in the area of human trafficking, lecturers, students and key persons from state agencies and non-governmental organizations (NGOs) dealing with the human trafficking, namely: police, Border Guard Authority, police officers, State Prosecutor Office, Repatriation Office.
Place of Seminar: The Polish Parliament Building
The trainers/experts will be selected from the Ministry of Internal Affairs and Administration, Ministry of Justice, Police, Internal Security Agency, Border Guard Authority, and Repatriation Office.
The selection of participants for the training: criteria of selection will be worked out by special committee. Besides others, following criteria will be taken into account: experience in work in human trafficking area, knowledge of and the facility in communication, willingness to take part in the training.
Committee members: representatives of State Agencies (listed above) and project team from Warsaw University.
Trainers for the course of trainers: invited experts from the United States and Europe, lecturers in Criminology, Law, Psychology, and Sociology, experts in human trafficking in Poland.
Duration of the course: 10 days of lectures and workshops (2 days of the lectures and workshops by the US & European experts, 8 days of the lecturers and workshops by Polish lecturers and experts).
Place of course: conference will take place near Warsaw (tbd).
Participants of courses: officers/employees of the Ministry of Internal Affairs and Administration, Ministry of Justice, Police, Internal Security Agency, Border Guard Authority, and Repatriation Office
The criteria for selection of participants will be discussed by the representatives of State Agencies and Project team from Warsaw University.
Trainers: experts in human trafficking in Poland, invited expert from the United States and Europe and the cadre of trained trainers as assistants.
Duration of the course: 5 days of lectures and workshops in 5 groups of 20 officers (1 day of the lectures and workshops by the US & European experts, 4 days of the lecturers and workshops by Polish lecturers and experts).
Location of courses: Warsaw environs.
One-day seminar at Warsaw University will be devoted to the evaluation of training program, courses and the concept of the Manual. Participants of the seminar will be trained trainers, lecturers, and representative of State Agencies, Program Committee, and project's team.
The Manual will include selected lectures by specialist from Warsaw University and experts in human trafficking. It will be in the form of a textbook. The topic will be presented in a form, which is appropriate for self-study and creative use by the trainers.
The Manual will be used especially for the further training and will be directed for other persons working in the area of human trafficking, police officers, border officers, etc.
Distribution: generally free of charge for the specialists.
Number of copies: 200 (150-page publication).
Closing Conference will be devoted to the recapitulation of the project. The participants of the courses will present their knowledge, experience and comments.
Participants: cadre of trainers, graduates of courses, lecturers, students.
Invited guests: Warsaw University authorities, representatives of the Embassy of the United States, State Agencies authorities, NGO representatives.
Number of participants: 170-200 persons.
Duration of Closing Conference: one day (half of a day), two tea, coffee breaks.
Location: Warsaw University (tbd).
Besides the training of law enforcement officers, one of the important objectives of the Project would be the creation of an extensive documentation center related to the human trafficking problem. All documents, data bases, books, journals, statistics collected for the project would be available for those interested in the topic or working in this area, such as: law enforcement agent, NGO activists, researchers and the students. Also, the home page of the Project will be created and used after the project is over.
The Project (goal, scheme, and experience) will be presented by the Project team to the international community (e.g. European Society of Criminology Conference, International Commission of Jurists, Helsinki Federation, etc.).
